The SENT System Now Includes Clothing and Footwear: How to Safely Import Without the Risk of Massive Fines

Since March 17, 2026, the fashion industry in Poland has been facing a completely new regulatory landscape. Shipments of clothing and footwear have been officially integrated into the SENT system (Electronic Transport Supervision System). The transition period has officially concluded, meaning these regulations are fully in force, and fiscal customs authorities are strictly enforcing the new compliance duties. What exactly do you need to know to ensure your container loaded with goods is notdetained and your company avoids severe financial penalties?

If you arrange international ocean freight for apparel or shoes, you must realize that SENT
is not solely the truck driver’s concern. It represents a massive procedural shift that directly
impacts importers, exporters, and distribution centers.


Which Commodities and Limits Formally Fall Under SENT?

The new compliance duties cover an exceptionally broad product assortment. If your cargo
falls within the following categories, you are legally required to report it:

- Clothing and Clothing Accessories (new goods from CN chapters 61 and 62).
- Used Clothing (CN code 6309 00 00).
- Footwear (the entire CN chapter 64, excluding individual shoe parts).

Pay close attention to the thresholds! The SENT system triggers very quickly. A report is
mandatory if the total gross weight of the listed goods in a single transport shipment
exceeds 200 kg or if the total net volume exceeds 200 liters. For standard commercial ocean
imports, these limits are exceeded practically every single time.


The Ocean Freight Trap: Where Do the Strict Vulnerabilities Lie?

The fundamental challenge for the fashion industry lies in the fact that SENT was originally
designed for inland road transport, whereas clothing and footwear primarily reach Poland
via international ocean freight.

It is during the transition from sea to land where the greatest risk emerges - the smooth
flow of data. Commodities arriving from Asia are frequently consolidated, coss-docked at
port terminals, and distributed in stages.

If the license plate number of the container chassis departing the port terminal with your
cargo changes, and the SENT system is not updated precisely on time, you have a recipe for
a massive financial penalty. Entering data manually across a high volume of operations
introduces an immense risk of human error.

- Explicitly assigning internal responsibility within your company (identifying exactly
who logs in and submits the reports).

tracking systems (a mandatory SENT requirement).
